About Us

The Carmichael Parks Foundation is a non-profit public charity of volunteers dedicated to supporting the youth and parks of our community.  A core role of the Foundation is to provide scholarships to local youth so they may participate in the many recreation programs offered by the Park District.

Our Mission:

To enrich the quality of life for children, families and seniors in our community by securing funds for recreational scholarships, enhanced programs, beautification and modernization of Carmichael parks and facilities.

In 2008 Carmichael Recreation and Park District (CRPD) formed the “Friends of Carmichael Aquatic Center”, a committee dedicated to raising funds for a new Swim Center to replace the pool in Carmichael Park which was closed in 2004. As the committee grew it became evident that there are many more improvements and upgrading needed within all the District parks, and park sites. The committee decided to expand their scope to include building parks, and improving existing park facilities. In 2009, the “Friends of Carmichael Aquatic Center” evolved to become Carmichael Parks Foundation, a 501 (c) (3) a non-profit public charity. With the support of community leaders and the Advisory Board developed a mission statement, by-laws, and appointed a Board of Directors. The Foundation continues to help the Park District with projects that improve the parks.

Nick Bloise

Nick has been a resident of Carmichael for 50 years where he attended and graduated from San Juan Unified District schools. He is currently working to develop the Carmichael community as the Chair of the Carmichael Improvement District, as well as Chair of the Carmichael / Old Foothill Farms Community Planning Advisory Council.  Nick is an active community volunteer on several boards to include Carmichael’s Italian Culture Society.

Nick’s career includes over 25 years of service with the State of California as an auditor specializing in sales and use tax. In addition he is a veteran with 23 years in the Army Reserve where he retired as a Major.  A small business owner of Victorious Sales focusing on consulting and lecturing, and he is a member of the Carmichael Chamber of Commerce. Nick looks forward to supporting Carmichael Park and Recreation District programs and projects as an active member of the Carmichael Parks Foundation.

Sue Boucher

Sue Boucher

Sue was raised in Fair Oaks and has lived in Carmichael for almost 40 years. She is a frequent visitor to her local parks along with her spouse Dave and their two dogs Gretchen and Ollie. She is honored to support Carmichael Parks and the recreational programs offered by the Park District by serving as a board member for the Carmichael Parks Foundation.

Jackie DeLu

Jackie was born in San Francisco and earned her teaching credential from UC Davis. Now as a retired teacher of middle and high school science she spends time as a docent at Effie Yeaw Nature Center. Also a member of Kiwanis Club of Carmichael, Jackie feels close to the community. While she does not live in Carmichael, her daughters do. The Carmichael parks are the rhinestones in the community with the American River as the crown.

Duane Faitel, president of D Net Marketing

Duane Faitel

Duane is a very happy and proud resident of Carmichael.  He loves living near the mountains, parks, lakes and rivers to pursue his outdoor passions as an avid, snow skiier, mountain biker and sailer.

Duane is the owner and president of D Net Marketing, an internet marketing company he founded in 2010 to serve local business owners with a professional and effective online presence.  He is the webmaster for the foundation and is assisting the board with marketing efforts.

Ken Hall

Ken Hall is a 40 year resident of Carmichael and serves on the Foundation Board because of his care for the parks of our community.  Ken describes parks as a cornerstone of a caring community and as an essential part of youth, family, senior and cultural services.  Beautification of our parks is an important goal in Ken’s service.

Ken’s career has included service in the State Capitol and development of a firm, School Services of California, to serve the business side of public schools throughout the state.  The non profit Carmichael Parks Foundation Board is a great way for Ken to give back to his community.

Gary Hursh Attorney Carmichael Parks Foundation Board Member

Gary Hursh

Gary is currently a member of a committee to create a Property and Business Improvement District (PBID) for Carmichael to improve its business environment.  Gary was previously a member of the Carmichael Community Action Plan and the Fair Oaks Boulevard Concept Plan Committee, which developed plans to revitalize the business community in Carmichael.  Gary is a past President of the Carmichael Chamber of Commerce, a former appointed member of the Sacramento Policy Planning Commission, and a former elected member of the Board of Director of the Sacramento Municipal Utility District.

Lynn Jacoby-McClellan

A resident of Carmichael for over forty years, Lynn is a retired San Juan Unified School District administrator who worked in full time and retirement capacities as a teacher, principal, director, and coach. In over fifty years as an educator, Lynn worked with pre-school, elementary, middle, and high school students. Lynn was fortunate to have fostered strong working relationships with students, parents, and colleagues. She now has the opportunity to utilize her professional and life experience to give back to her community. As a member of the Carmichael Parks Foundation Board, Lynn dedicates time to help support local recreational facilities and activities.

Michael Koerner

Resident of Carmichael for nearly 40 years…retired school district administrator with San Juan Unified School District for 32 years.  Married to Debbie Koerner  with two children and three grandchildren.

Served for 9 years on Carmichael Recreation and Park District Advisory Board, founder and/or board member of several community-based organizations, member of Carmichael Kiwanis Club and Euphonium player with Capitol Pops Concert Band.  Currently an assistant coach for granddaughters Carmichael Stingers soccer team and second grade classroom volunteer at Cameron Ranch School.

Linda Martin

Linda Martin is a retired educator who worked for San Juan Unified School District for 38 years as a teacher, counselor, administrator and Associate Superintendent of Instructional Services. She has been actively involved in community service in the Carmichael area for over 40 years, and has served on numerous community, regional and state boards where she has been a strong advocate for underserved and underrepresented children and families. She is presently a member, and past President of the Kiwanis Club of Carmichael, and the President of the Board of Directors of the Aerospace Museum of California.

Linda is so grateful to have so many beautiful parks, and recreation programs, in the Carmichael area and she feels privileged to participate in the Carmichael Parks Foundation Board of Directors to support these valuable resources.

Donna Miller Carmichael Parks Foundation Board Member

Donna Miller

Donna taught special education for 31 years. She is presently retired and enjoys giving back to the Carmichael community. She has been actively involved with the Carmichael community since 1966. She has three grown daughters and six grandchildren that were all raised in the community. Two daughters are teachers in San Juan School District.
She has been part of Kiwanis, neighborhood associations.

Donna O’Neil, Ed. D.

Donna is proud to serve as a member of the Carmichael Park Foundation board after recently retiring from San Juan Unified School District after serving 24 years as a teacher, administrator, and Associate Superintendent of Schools.  As a resident of Carmichael, she dedicates her time to ensuring all children and adults have access to parks and open spaces that enhance our community.  Healthy living, strong education programs and recreational options are what makes the Carmichael community a great place to live.  Donna is devoted to ensuring programs and facilities are accessible, inclusive and inviting to every member of our community.

Paul C. Pennington, CFP® crpd board member

Paul C. Pennington, CFP®

Paul started in financial planning in 1974 by teaching classes on financial planning, estate planning, and real estate at American River College. These classes were taught while he was in banking. In 1984, He went into financial planning full-time and has been a Certified Financial Planner (CFP®) since 1986.

He received his Bachelor’s degree in economics from the University of San Francisco, an AA in general business from American River College, and teaching credentials at Sacramento State University. He graduated from the University of Colorado Graduate School of Business.

He is a principal at Pennington Financial Group in Gold River, CA, specializing in estate planning, retirement planning, tax planning, and portfolio management.

Sharon Ruffner

Sharon Ruffner and her husband Bob are lifelong Carmichael residents where both graduated from San Juan Unified District schools. Sharon retired from the San Juan Unified School District in 2014 after 37 years in the Technology Services department providing training and support. Sharon has led Fitness classes for CRPD since 1988 (including Aqua Aerobics at the now defunct beloved pool). The Ruffner home is directly across from the southwest baseball diamond at Carmichael Park where they enjoy watching games year round and are members of the Adcote Way neighborhood watch.
